CSS- National Afforestation Programme under Forest Development Agency |

The National Afforestation programme, a
Centrally Sponsored Scheme has been envisaged as a participatory
approach to sustainable development of forests and has to be
implemented through a two-tier system involving the Forest Development
Agencies in collaboration with Joint Forest Management Committees.
The idea was mooted by Ministry of Forest Ecology in order to
avoid problems such as inordinate delay in the released funds
reaching implementing agencies and multiplicity of schemes leading
to lack of proper implementation. The decentralised institutional
structure allows greater participation of the community both
in planning and implementation of the afforestion programmes.
The FDA initiates efforts to explain to the village communities
about the objectives and scope of the project, mutual obligations
and their usufructuary rights. |

Forest Development Agency is constituted
at the level of Territorial/Wildlife Forest Division and is
a registered society under Societites Registration Act. The
FDA actually can be contructed as a Federation of Forest Committees
which integrates and co-ordinates the administration and activity
of Village Forest Committees (VFCs) / Joint Forest Management
Committees (JFMCs). During the X Five Year Plan, the NAP scheme
is being implemented through the institution of FDA & JFMCs
and will be under the fold of National Afforestation & Eco-Development
Board, Ministry of Environment and Forests as 100% Central Sector
/ Centrally Sponsored Scheme. |

The Government of India till March-2003
have sanctioned 30 project proposals (29 territorial divisions
and 1 wildlife division) on FDA-NAP for the X Five Year Plan
period. The physical and financial outlay for the period from
2002-03 to 2006-07 are as follows: |
